Application procedures

Two kinds of application procedures are available;


  1. Applicant submits the required documents and the radio equipment.
  2. Applicant submits the required documents and the characteristics test results of the radio equipment.

Application of Conformity Certification or Design certification shall be made on the basis of the General Contractual Conditions on Technical Regulations Conformity Certification and Construction Design Certification.

Conformity Certification

Required documents

Documents required for application with submission of applied equipment

  1. Application form for conformity certification
  2. Design specifications
  3. Block diagram of radio equipment
  4. Operation manual: Not necessary when a person who can operate the radio equipment witnesses the test.
  5. Photographs or drawings showing the component layout

Notes: TELEC may request the applicant to submit additional documents.

Documents required for application with the characteristics test results (without submission of applied equipment)

Notice for application

  1. Number of copies of application documents to be submitted: One each
  2. Application form
    When a corporation or an organization applies for the certification, the applicant must be its representative. Seal impression or signature of the responsible person is required.
    When the application arrangement is entrusted to the other party, a letter of attorney from the responsible person of applicant to the responsible person of mandatary is required. In this case, seal impressions or signatures of the responsible persons of both applicant and mandatary are necessary.
  3. Submission of applied equipment
    Place of the submission of the applied equipment is TELEC office in principle.
  4. Attachments for the test
    TELEC may request applicant to submit attachments for enabling smooth connection between applied equipment and measuring instruments.
  5. Quantity limitation
    For the conformity certification, the maximum quantity is 500 sets per one application.

Examination and characteristics test

When radio equipment is submitted;

  1. Examination of design specifications
    TELEC examines whether descriptions in design specifications and system diagrams for the radio equipment conform to the requirements of the Radio Act.
  2. Examination by comparison check
    TELEC examines whether the submitted radio equipment conforms to descriptions in the submitted documents as well as the compliance with the Radio Act.
  3. Characteristics test
    TELEC performs the characteristics test under the condition of ordinary temperature (20° ± 15°) and ordinary relative humidity (65% ± 15%) by supplying the rated power supply voltage to the equipment and examines whether the test results conform to the technical standards. The characteristics test items are listed on the site.
  4. Number of sampling units
    The following tables show the number of sampling units for the conformity certification.

When data of characteristics test results is submitted;

  1. Examination of design specifications
    TELEC examines whether the descriptions in design specifications and system diagrams for the radio equipment conform to the requirement of the Radio Act.
  2. Examination by comparison check
    TELEC examines whether photographs or drawings showing the component layout and the external view conform to the design specifications and the system diagrams for the radio equipment. At the same time, TELEC examines whether the submitted documents comply with the Radio Act.
  3. Examination of the data of characteristics test results
    TELEC examines whether;
    a) The test items and the test results comply with the technical standards,
    b) Appropriate measuring instruments have been used for the characteristics test and the measuring instruments have properly been calibrated, and
    c) The person who conducted the measurement complies with any of the following qualifications.
    > Engineer of certification body that has ISO17025
    > Engineer of applicant or manufacturer that has ISO9001

Construction Design Certification

Examination and characteristics test

Examination of design specifications

TELEC examines submitted design specifications, block diagrams and attached documents etc. to judge whether the construction design of radio equipment conforms to the technical standards.

Examination by comparison check

TELEC examines whether applied equipment conforms to descriptions in the submitted documents as well as the compliance with the Radio Act.


  1. When applied equipment is submitted;
    The examination is conducted by comparison check between "the submitted equipment" and "the descriptions in design specifications and block diagrams etc." or between "photographs or drawings showing the component layout and the outside view" and "the descriptions in design specifications and block diagrams etc".
  2. When applied equipment is not submitted;
    The examination is conducted by comparison check between "photographs or drawings showing the component layout and the outside view" and "the descriptions in design specifications and block diagrams etc.".

Examination of characteristics test results

  1. When applied equipment is submitted;
    TELEC conducts the characteristics test to judge whether the characteristics of applied equipment conform to the technical standards.
  2. When applied equipment is not submitted;
    TELEC examines whether;
  • a) The test items and the test results comply with the technical standards,
  • b) Appropriate measuring instruments have been used for the characteristics test and the measuring instruments have properly been calibrated, and
  • c) The person who conducted the measurement complies with both of the following qualifications.
  • > Engineer of certification body that has ISO17025
  • > Engineer of applicant or manufacturer that has ISO9001

Examination of conformity of applied equipment

  1. When applied equipment is submitted;
    TELEC examines submitted statement of confirmation method, design specifications, attached documents and test results, whether it is ensured that all of the applied radio equipment manufactured according to the submitted design specifications conform to the design specifications.
  2. When applied equipment is not submitted;
    TELEC examines submitted statement of confirmation method, design specifications, attached documents, characteristics test results and photographs or drawings showing component layout and outside view, whether it is ensured that all of the applied radio equipment manufactured according to the submitted design specifications conform to the design specifications.

Result of certification

Issue of certificate

TELEC issues a certificate to the applicant whose equipment has successfully passed all of the examinations. The number of certificate is one for each application in principle.

Notification of examination result

In principle, the notification of examination result will be made within 15 days from the receipt date of application for design certification and 7 days for conformity certification. These days exclude those for correction of application documents and holidays.

Certification mark

For the certification mark, it is regulated as follows;

> Certification mark shall be affixed to an easily recognizable place on the certified equipment.
> In case of conformity certification, registered certification body shall affix a certification mark to each of the certified equipment.
> In case of design certification, an applicant is required to affix the mark to the radio equipment when all of the requirements under the Radio Act are satisfied as the results of inspection. Since TELEC can make the design certification mark, please submit the application form for it when required.

Obligations to conform to construction design

Obligations to Conform to Construction Design, etc. under Radio Act

Issued by Registered Certification Body Council


A person who has received design certification from a registered certification body undertakes the obligation to conform to certified construction design under the Radio Act when the person deals with the specified radio equipment.
Registered Certification Body Council provides brief explanation on the system of "obligation to conform to construction design, etc." as mentioned below for the persons who have been granted construction design certification and the persons concerned.

1: Obligations to Conform to Construction Design, etc.
For the obligation, paragraph 1 of Article 38 - 25 of Radio Act provides as follows; A person who has received construction design certification (hereinafter referred to as a "certified dealer") from registered certification body shall, when dealing in specified radio equipment based on the construction design pertaining to said construction design certification (hereinafter referred to as a "certified construction design") ensure that said specified radio equipment conforms to said certified construction design.


Further there is the following provision in the paragraph 2;
A certified dealer shall inspect specified radio equipment that it deals in under the preceding paragraph , in accordance with the method for confirmation pertaining to the construction design certification, and prepare and maintain the inspection records pursuant to the provisions of the applicable MIC ordinance.


Items to be recorded in the inspection record are specified as follows in Article 19 of "Obligations concerning Technical Regulations Conformity Certification of Specified Radio Equipment" (hereinafter "Certification Ordinance").


  1. Certification number of construction design
  2. Date and place of inspection
  3. Name of responsible person for inspection
  4. Quantity of specified radio equipment inspected
  5. Inspection method
  6. Inspection result

It is obligated to maintain the inspection record for ten years from the date of the inspection. The inspection record may be stored by an electromagnetic means. However, in this case, it is required to immediately display the record using a personal computer etc.


2: Mark for specified radio equipment based on certified construction design
As for the mark, Article 38-26 Radio Act provides as follows;
A certified dealer may, upon performing the obligations pursuant to the provisions of paragraph (2) of the preceding article (Article 38 - 25 of Radio Act) with regard to specified radio equipment based on a certified construction design, affix to said specified radio equipment the mark specified by the applicable MIC ordinance.
When a certified dealer violates the provision of paragraph (2) of the preceding article (Article 38 - 25 of Radio Act), the dealer may be prohibited from affixing the mark to the certified radio equipment by paragraph (2) of Article 38- 28 of Radio Act.


Further Article 20 of Certification Ordinance regulates that the mark shall be made in accordance with the applicable MIC ordinance (Form 7 of Certification Ordinance) and affixed to an easily recognizable place of the specified radio equipment.


3: Penalty for violence of provisions on "obligations to conform to construction design"
There are penal provisions for the violence of provisions on obligations to conform to construction design". Penalties are provided in Article 114 of Radio Act and a fine not exceeding one hundred million yen imposed in accordance with the provisions.

The following items are included in the penal provisions.

  1. When a certified dealer violates a prohibition provision on the marks;
  2. When a certified dealer affixes a mistakable mark;

  1. The "certification of construction design" is to certify that the specified radio equipment conforms to the technical standards by examining the construction design including the design drawing etc. and the method of quality management for the radio equipment. Further the quality management system is examined to ensure that all of the specified radio equipments are properly manufactured in accordance with the design drawings.
  2. The registered certification body council is a voluntary organization aimed to smoothly operate the technical regulations conformity certification and secure the convenience for radio wave users. The conference is constituted of all the registered certification bodies.
