Technical Regulations Conformity Certification

1. Introduction

1-1 General

This site contains the general explanation on the technical regulations conformity certification system for specified radio equipment. TELEC is the major organization providing the certification services as a registered certification body. The certification service is available at the Head Office in Tokyo and four regional offices located in Osaka, Nagoya, Sendai and Nagano. The certification by TELEC covers 103 classifications of radio equipment at present.

1-2 Definition

Technical Regulations Conformity Certification:
The Technical Regulations Conformity Certification means the certification that specified radio equipment conforms to the technical regulations based on the Radio Law of Japan.

Specified Radio Equipment:
The Specified Radio Equipment means radio equipment used for small-scale radio station stipulated in the Ordinance of Technical Regulations Conformity Certification of Specified Radio Equipment. You can see the details on the MIC(Ministry of Internal Affairs and Communications) website.

2. Test Certification and Type Certification

We have two kinds of certification procedures, one is Test Certification and the other is Type Certification. Test Certification means to certify radio equipment by testing it one-by-one, and the certificate is effective only for each unit tested. Type Certification means to certify radio equipment by testing a sample unit among the units under production with the same design and the same manufacturing procedures. In this case, certification is granted to the model certified. Therefore if you change design or manufacturing procedure, you have to apply again as a new model.

Note:
1. (1),(2),(3) and (4) show the category of procedures for certification and licensing.
2. In procedures (4) , any person who wishes to obtain a radio station license shall apply for the license to MIC.
3. MIC means the "Ministry of Internal Affairs and Communications".
4. Performance certification is not mandatory.

Test Certification
Type certification

Application of test Certification or type certification shall be made on the basis of the
General Contractual Conditions on Technical Regulations Conformity Certification.

3.Application method to TELEC

When applying for Test Certification or Type Certification to TELEC, applicants are requested to select either (1) or (2) of the following application methods.
(1) Application by submitting specified radio equipment
(2) Application by submitting documents on characteristic test results, etc but not submitting radio equipment

For the method (2) above, TELEC accepts test data from the test laboratory who complies with the following requirements.
(a) Test shall be conducted according to the test method notified by the Minister of Internal Affairs and Communications.
(b) Test items specified in Attached Table No.1-(3) of Certification Ordinance shall be tested.
(c) Measuring equipment which calibration date is within one year counting from the first day of the month following the month of calibration shall be used for the test. The calibration shall be conducted according to Article 24-2 paragraph 4-2 under Article 38-3 paragraph 1-2 of the Radio Law.
(d) Inspector for the test shall be a registered inspector who complies with the requirement for registered inspectors specified in Article 24-2 of the Radio Law, or a person who has the qualification specified in Attached Table No. 1 of the Radio Law.
Further the applicant is requested to declare in writing that the applicant has a responsibility for data on the test results.

6. Grievance from user

If TELEC receives any complaint from a user concerning specified radio equipment certified by TELEC, we will investigate to confirm the conformity with the technical regulations. This investigation is to ensure the effectiveness of the Technical Regulations Conformity Certification.

7. Damage to equipment

TELEC bears the repair cost if application equipment or test fixture is damaged due to careless handling on the part of TELEC.

9.Statement of protest

For the statement of protest on examination result, applicant may protest to TELEC on it or apply to the Minister of Internal Affairs and Communications for ordering implementation of the examination.
