TELEC was chartered by the Ministry of Posts and Telecommunications and has been made a Designated Certification Agency under the provisions of Article 38-2 of the Radio Law (http://www.mpt.go.jp/policyreports/english/laws/Rd_index.html ) and a Designated Calibration Agency under the provisions of Article 102-18. Along with these designations come the strict requirements of Chapter III-2 of the Radio Law that ensure that TELEC operates in the public interest.

Under the Radio Law, licensed radio transmitter must either have an inspection by the Ministry of Public Management, Home Affairs, Posts and Telecommunications (MIC) staff before permanent operation or must have been certified by TELEC. (New alternatives involving Mutual Recognition Agreements with other countries and Attested Private Inspectors are in various phases of implementation by MIC.)

Services

There are three broad categories of small radio transmitter in Japan:

1) Extremely weak power equipment (Article 4(i) of the Radio Law)

2) Low power equipment (Article 4(iii) of the Radio Law) 3) Specified Radio Equipment (Article 38-2 of the Radio Law)


Technical Regulations Conformity Certification

TELEC performs this service under the designation by MIC(Ministry of Internal Affairs and Communications) as a certification agency according to the Radio Law.

There are two types of certifications:

A. Type Certification

B. Test Certification

For both types of Type Certification, all units made to the same design after certification are considered approved, subject to spot checks.

For both types of Test Certification, only the specific units/serial numbers in the application are considered approved. Additional units require a new application. In general Test Certification is less expensive if the production volume is small.

For both Test Certification and Type Certification, the applicant can ask TELEC to do the test (A-a), B-a)) or have the test perform at another laboratory (A-b), B-b)) which uses equipment calibrated by TELEC and is registered certification body.

Manufacturers and importers may apply for either Test Certifications or Type Certification. Many models apply for and receive Type Certification without ever having been submitted for Test Certification. This is most economical if a large production volume is expected.

Calibration of measuring equipment

TELEC calibrates the measuring equipments which certificated inspectors use,under designation by MIC(Ministry of Internal Affairs and Communications).

Performance Certification

TELEC certifies the extremely low power radio equipment and so on.

Test of radio equipment

TELEC conducts various tests at request of manufacturers and importers. TELEC also provides a conformance test for PHS and Pager.

Support for research and development (Tokyo Telecom Research Park)

Tokyo Telecom Research Park has sophisticated facilities required for radio communication R&D, and also opens these facilities to the public users for pay.
